The book was filmed in 1944 in the movie 'Ministry of Fear',directed by Fritz Lang and starring Ray Milland.
The Nazi regime, in the countries it controlled and in those it intended to overthrow, collected information on individuals to blackmail them into cooperation. Greene referred to this as the "Ministry of Fear."
